New York? No, it is Odaiba, which is an artificial island in Tokyo Bay.
Historically Odaiba was built for defensive purposes in the 1850s, but nowadays it has become commercial, residential and leisure area and actually Odaiba is one of the major tourist sites in Tokyo.
A couple in Odaiba-kaihinkōen, with the Rainbow Bridge behind it.
By public transport Odaiba is accessible via the automated Yurikamome transit system from Shimbashi station and Toyosu staion.
I would recommend you to take someone out for a walk in Odaiba-kaihinkōen at dusk.
